City Manager's Office

What We Do

The City Manager is the chief administrative officer for the City of Auburn Hills and is responsible for the day-to-day operations of the City. The City Manager is appointed by and serves at the pleasure of the City Council. The City Manager also attends all City Council meetings and reports directly to the City Council on all City matters. Among other duties, the City Manager submits the annual budget, assists in planning strategies to achieve City Council goals and to improve the quality of life in the City of Auburn Hills. He also coordinates day-to-day operations and ensures the integration of services among City departments as well as helps ensure the dependable delivery of high-quality services while conserving community resources. The City Manager’s Office provides leadership, vision, and direction to all employees for accomplishing the goals and objectives of the City Council and our residents.

Our Staff

Thomas A. Tanghe

Tom is our City Manager. He possesses an Associate of Applied Science degree in Business Management from Macomb Community College; a Bachelor of Arts degree in English with an Emphasis in Business, Technical and Creative Writing from Oakland University; and a Master of Public Administration degree with an emphasis in Public Personnel Administration from Oakland University. He has completed additional graduate level coursework from Oakland University in local government management and human resources. In 2018, he earned a post-master's certificate in local government management.

While pursuing graduate studies, Tom became a member of the Pi Alpha Alpha National Honor Society for Public Affairs and Administration and a member of the Nu Omega Chapter of the Pi Sigma Alpha National Political Science Honor Society. He is a graduate of Leadership Oakland and a graduate of The Grantsmanship Center in California. In addition, Tom completed the Practitioner’s Training Certification Program in Economic Development from the Michigan Economic Developers Association and has completed numerous professional development courses from the Michigan Municipal League. He completed both the Builder’s and Real Estate Sales training courses from the Currey Management Institute and has been licensed in Michigan as a real estate salesperson since 1988. He has also completed a Comprehensive Labor Relations Professional program. In 2008, Tom attended the Senior Executive Institute at the University of Virginia. In 2011, Tom was the Michigan Local Government Management Association’s (now Michigan Municipal Executives/MME) Excellence in Local Government Management award recipient. In 2022, he received the Mentoring Award, also from MME, and for 2025, Tom was named Michigan’s Executive of the Year by the MME.

Tom has been active in his public sector career for 36 years. In 2001, he came to the City of Auburn Hills as Assistant City Manager and Director of Human Resources and Labor Relations. He was promoted to City Manager in 2014. He is the former Assistant City Administrator of Lathrup Village, Michigan and former Executive Director of the City of Southfield, Michigan’s Downtown Development Authority. Tom is a member of the Oakland University Alumni Association, Michigan Municipal Executives, Michigan Public Employer Labor Relations Association, and is Chairman of the Oakland County City Manager’s Association. He is the Founder of the Auburn Hills Community Foundation, served as its Chairman, and now serves as a member of the Board. In 2014, he joined the Board of Directors of the Auburn Hills Chamber of Commerce. In 2021, he was named to the board of directors of the Professional Law Enforcement Association.

Tom enjoys physical fitness activities and traveling with his family. He is a member of St. Andrew Catholic Church in Rochester, Michigan. He is married to his wife, Leslie, and has two sons, Joshua and Jack.

Brandon Skopek

Assistant City Manager

Brandon Skopek is the Assistant City Manager with the City of Auburn Hills. Brandon also serves as the Executive Director of the Auburn Hills Tax Increment Finance Authority. 

Brandon has spent his career in local government as a planning and economic development professional. He is the former Township Planner for Highland Township, Michigan and former Assistant to the City Manager and Downtown Development Authority Coordinator for the City of Brighton, Michigan. Brandon was hired by the City of Auburn Hills in 2018 to the role of Director of Authorities, overseeing the Tax Increment Finance Authority, Downtown Development Authority, and Brownfield Redevelopment Authority.  As part of the city’s succession planning efforts, Brandon was moved to the City Manager’s office in January of 2021 to an interim role of Assistant to the City Manager in preparation for taking on the Assistant City Manager position in October 2021. In 2023, Brandon was named one of Tomorrow’s 20 by the Auburn Hills Chamber of Commerce. And in 2024, Brandon received the Outstanding Assistant Award from the Michigan Municipal Executives. Brandon is a member of the Michigan Municipal Executives, International City/County Management Association, the Oakland County City Manager's Association, the Michigan Economic Developers Association, and the Michigan Public Employer Labor Relations Association. 

Brandon’s professional interests include economic development, community engagement, and local government management. Brandon possesses a Bachelor of Science in Public Administration and Public Policy, and a Master of Public Administration with a concentration in Local Government Management, both from Oakland University.

 

Andrew Hagge

Assistant to the City Manager

Andrew Hagge is the Assistant to the City Manager in the City Manager’s Office. He is a graduate of Oakland University with a Bachelor of Arts in Political Science and a minor in History, as well as a Master of Public Administration degree with a concentration in Local Government Management, which he obtained in 2025. During his undergraduate years at Oakland University, Andrew was the Sports Director for Oakland University’s radio station, WXOU, and wrote for The Oakland Post as a columnist.

Andrew has been with the City of Auburn Hills since the Spring of 2019 when he began as an intern for the City Manager’s Office. In May of 2021, Andrew was hired into the full-time role of Management Assistant. In 2024, he was promoted to Assistant to the City Manager and is more actively engaged in carrying out the directives of the City Manager’s Office as well as leading numerous projects. He has significant responsibility pursuing grants for the city and has been successful in writing, obtaining, managing, and providing required follow-up reporting.

For fun, Andrew loves to visit his cottage in Bear Lake, Michigan during the Summer months with friends and family alike.
