Tax Incentive Information and Forms
The Tax Incentive Process begins with the Assessing Department in conjunction with the Community Development Department.  The following documents provide the prospective applicant with the necessary information to complete the application process as well as the required future reporting.

General Information 

An Industrial Development District (IDD) must be established prior to application for a New Facility IFEC.  If a district is not currently established, application must be made to create a new district. (Fee required)

A Plant Rehabilitation District (PRD) must be established prior to application for a Rehab Facility IFEC.  If a district is not currently established, application must be made to create a new district. (Fee required)

A Commercial Rehabilitation District (CRD) must be established prior to application for a CREC. If a district is not currently established, application must be made to create a new district. (Fee Required)  Contact the Assessing Department for established districts.

All IDD, PRD, CRD, IFEC and CREC applications are forwarded to City Council.  Subsequently, all applicants will appear before City Council  to present their request. The City Council will then approve or deny the application.

IFEC  and CREC applications MUST be submitted BEFORE any construction begins. 

Property Tax Incentive Policy  - amended 5-2-2022
Tax Liability Requirement for Leased Properties   - Lessee must be directly responsible for payment of property taxes to be eligible for an exemption.
