Geographic Information Systems (GIS) Asset Management Specialist
Employment Type: Full-Time
Salary: $41,740 - $50,733 DOQ - Plus Additional Benefits Package

DESCRIPTION: Position will be responsible for performing the following activities - field data acquisition of features using GPS, and data conversion of utility features using ArcGIS and GPS Pathfinder Software. Also, following a city managed training program, the position will be responsible for entering and managing data with the City's Asset Management Program. 

QUALIFICATIONS: The candidate will have applied Geographic Information Science education and experience using ESRI software in collegiate coursework and/or work experience, a strong familiarity with ESRI’s ArcGIS 10.0 software, and asset management systems through applied coursework and/or relevant work experience. A basic knowledge of Global Positioning System (GPS) equipment use and principles.  Experience working with sub-meter GPS equipment and supporting software is preferred.

City Assessor
Employment Type: Full-Time
Salary: Commensurate with education and experience

DESCRIPTION: Make and prepare all regular and special assessment rolls in the manner prescribed by law or ordinances of the city. The assessor is the manager of the assessing division and will perform all budgetary, personnel, and administrative function necessary to the efficient operation of that division.  In addition, the assessor performs a variety of routine and complex technical field and office work in the appraisal of commercial, residential and/or personal property, and the processing of applications for tax abatements, and poverty exemptions. The individual is an integral member of the city’s highly regarded Business Development Team.

QUALIFICATIONS: Bachelor’s Degree from an accredited college or university in business, public administration, or closely related field, State Certification at Level IV and five (5) years of experience in property tax assessment administration. Ability to read, understand and apply appraisal techniques; ability to read and understand legal descriptions and appraisal manuals; ability to accurately appraise real and personal property; ability to input and control data processing; ability to communicate effectively verbally and in writing. Knowledge of property tax assessment administration and the procedures established by the State Tax Commission and the State Assessor’s Board. Working knowledge of computers and electronic data processing equipment including word processing, spreadsheet, database, and other appraisal software, working knowledge of modern office practices and procedures; familiarity with accounting principles and practices.

DESCRIPTION:  Performs a variety of unskilled or semi-skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City water, sewer, street, and storm drainage facilities and systems.  Also maintains City grounds, parks, rights-of-way, and buildings.

QUALIFICATIONS:  Education and Experience: Graduation from high school or GED equivalent, and Two (2) years of experience relating to construction, maintenance, or repair. Applicants should have some computer experience relating to Public Works activities in areas of software maintenance programs, RF telemetry, SCADA, GIS and work reports.

Necessary knowledge, skills and abilities:Knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities, and possess a mechanical aptitude. Skill in operation of some of the listed tools and equipment, including appropriate computer skills. Ability to perform heavy manual tasks for extended periods of time; Demonstrated ability to climb ladders and enter manholes, vaults and narrow openings; Freedom from fear of high places and confined spaces; Willingness to work outside in extremely hot, damp and/or cold weather.

DESCRIPTION:  Performs a variety of routine and complex technical field tasks and office work in the appraisal of real and personal property. Primarily inspects and appraises residential property.  Also may be required to appraise commercial, industrial, and personal property as required by the assessor or supervisor. Selects and applies any combination of complex appraisal techniques applicable and necessary to the accurate and defensible determination of property values.  Appraises by fair market value, using annual gross rent multipliers and units of comparison; appraises by cost method, using quantity survey, unit in place, square and cubic foot.  Determines obsolescence and depreciation on structures and integral equipment.

QUALIFICATIONS: The candidate will have thorough knowledge of real estate appraisal principles, techniques, procedures, laws and regulations.  Considerable knowledge of building, zoning and construction codes; working knowledge of accounting and auditing practices relative to property appraisal. Working knowledge of general property tax laws of the State of Michigan and manuals and procedures established by the State Tax Commission. Associate Degree (60 credit hours minimum) from an accredited college or university in business or public administration or closely related field of study, and State Certification Level II Assessment Administration (Michigan Certified Assessing Officer (MCAO)).
