The deputy assessor also performs such other duties as may be prescribed by law or ordinances of the city, assessor, or by the city manager. The deputy assessor assists the assessor in performing all budgetary, personnel, and administrative functions necessary to the efficient operation of that division. In addition, the deputy assessor performs a variety of routine and complex technical field and office work in the appraisal of commercial, residential and/or personal property, and the processing of applications for land divisions and platting, tax abatements, and poverty exemptions; prepares required reporting to State and County agencies; interacts with the City Treasurer’s Dept. to ensure assessment/tax roll balancing and creates final tax warrant.
Performs more complex technical field tasks and office work in the appraisal of real and personal property. Supervises and provide training for appraisers, clerks, and part-time or temporary staff as assigned. Assists the assessor with administrative and office management functions, including planning, budgeting, reporting, and taxpayer assistance. Interacts with County and City IT departments to support all assessing-related software application use. Tracks building permits, reviews construction drawings and site plans, prepares drawings for filed inspections. Performs accounting and auditing procedures relating to assessments; performs on-site inspections of property, including measuring buildings and taking photographs; check accuracy or existing property record cards, assesses appropriateness of depreciation schedule used for tax assessment purposes. Interviews property owners, managers, brokers and appraisers to obtain rental property income and expense information. Also may assist assessor in preparing studies of capitalization rates and other related investment rates. Performs routine clerical and administrative work including data processing. Processing property transfer affidavits, homestead affidavits and warranty deeds for data entry. Data entry of sales information and warranty deeds for various reports. Updates assessment data, property record cards and County system for current owner of record. Inputs appraisal data to computer assisted mass appraisal system. Answers telephone/in-person inquiries from mortgage companies, real estate brokers and salespeople, and other real estate appraisers for routine information on property, including assessment information, estimated taxes, lot splits / combinations / land divisions, tax abatements, deeds, property ownership, zoning, flood plain areas, location of property, explanation of property tax laws and department procedures. Assists the public in filling out department forms and hardship applications. Responds to inquiries from employees and refers questions, when necessary, to appropriate person or department. Assists with the preparation and mailing of annual assessment change notifications to property owners. Schedules Board of Review appointments; and if needed, attends, records activities of the board and transcribes meeting minutes for official records. Assists with room set up, duplicates and distributes material. Maintains inventories and orders office supplies and materials. Prepares purchase orders. Processes outgoing mail. Composes, types and edits a variety of correspondence, reports, memoranda, and other material requiring limited judgment as to content, accuracy, and completeness.
